Savannah Guthrie named co-anchor of TODAY

Savannah Guthrie has been named co-anchor of TODAY, it was announced Friday. Guthrie joined TODAY as co-host of the third hour in June 2011 and also serves as TODAY's chief legal analyst.?The new TODAY team of Matt Lauer, Savannah Guthrie, Al Roker and Natalie Morales officially debuts Monday, July 9.?

?As soon as Savannah joined NBC News she was a standout, reporting for every franchise in the news division and rising through the ranks," said TODAY executive producer Jim Bell. "She has a one-of-a-kind combination of sharp wit and approachability, and our viewers value her journalistic skills and legal background just as much as her humor and charm. She can effortlessly go from interviewing the Secretary of State to jumping Olympic-sized hurdles on the plaza. I?m thrilled to welcome Savannah as our newest co-anchor, and along with Matt, Al and Natalie, we?ve got the best morning team in the business.?

During her stint as co-host of TODAY?s third hour, Guthrie has interviewed newsmakers of all kinds, from educator Dr. Jill Biden, wife of Vice President Joe Biden, to Queen of Soul Aretha Franklin. Guthrie sat down in 2011 with Secretary of State Hillary Clinton, who opened up about life in the spotlight over the last 20 years. In May 2012, the Alliance for Women in Media awarded Guthrie a Gracie Award for Outstanding Individual Achievement in programming created for women, by women, and about women.?

Prior to joining TODAY in June 2011, Guthrie served as NBC News White House Correspondent from December 2008 to June 2011, where she contributed to all NBC News properties, including ?NBC Nightly News with Brian Williams,? TODAY and msnbc. Guthrie also served as co-host of msnbc?s ?The Daily Rundown? from January 2010 to June 2011.

Erik's Personal Finance Challenge! | Life Half Crunched

We all have things that we like to spend our hard earned money on. Some people like to gamble, some buy clothes, and some enjoy collecting things. With online shopping meccas such as Amazon and the ever addicting Ebay, the temptation to splurge is unavoidable. I personally enjoy treasure hunting at antique stores. You can find me on any given day, usually when I get off of work after the midnight shift, searching for remnants of the past. Unfortunately, these habitual rituals lead to emotional spending.

Emotional spending is like an addiction. We spend not for necessity, but rather for the fulfilled feeling that we experience on getting the ?best deal? or finding something on pure impulse that we ?think? we need. With that being said, I offer a solution. My challenge to you comes in a simple five day exercise. For five days, simply follow these steps and at the end of the exercise, you may be surprised that some of the best things in life are truly free!

Day 1

I want you to take this day and prepare yourself for the next five days by reviewing the steps you will need to follow. This is an important step in keeping you focused.

Day 2

Stock up at the local warehouse or grocery store! Yes, you need to spend money to save money. Make a detailed list of groceries that will last you the whole week. I can?t remember all the money I wasted on take-out food or on delivered pizza only because I had nothing to prepare for dinner.

Day 3

Keep a minimal amount of cash on your person. I find that the more cash I carry, the more cash I don?t have at the end of the day. Money literally vanishes from my pocket and ends up being used on small ticket items: one dollar here, three dollars there? You get the picture.

Day 4

Reduce the amount of time you spend aimlessly searching the web. Web surfing is the equivalent to channel surfing after midnight! You are bombarded with ads so flashy and alluring that you become hypnotized into buying anything offered! The advertisers are so crafty that if you were searching for dream vacation ideas, you will have seemingly magical pop-up ads that solicit cruise lines, airlines, and all inclusive resorts. You are no match for the technology used by advertisers.

Day 5

Finally, you reached your last day. Take this day and get outside! It doesn?t matter if it is fall, winter, spring, or summer. Go outside and enjoy the scenery. Take a walk, ride a bike, or just simply observe what?s around you. This simple exercise will not only get you out of the house, and away from the temptation of T.V. and the internet, it will also provide you with exercise, a clear mind, and maybe even allow you to get to know your neighbors a little better.

After your five day exercise is complete, reflect on the habits that you refrained from participating in. Do you feel any better? Do you have some extra cash lying around? More importantly did you learn a little more about yourself? Repeat this exercise often, and have an open mind to new ways of doing things. You never know, you may start to replace some old habits along the way!

Parents of 'Bully' teen appeal suicide suit dismissal

The parents of a Georgia teen whose suicide was included in the 2011 documentary ?Bully? are appealing a judge's decision to dismiss their federal lawsuit against the Murray County school district, which they blame for his death through ?deliberate indifference? toward years of bullying.

The attorney for David and Tina Long says a notice of appeal was filed June 15, NBC station WRCB of Chattanooga, Tenn., reported.? The Longs? son, Tyler, was found dead on Oct. 17, 2009, hanging by a belt tied to a closet shelf in his room.

Tyler, who had Asperger?s syndrome, had been picked on since the fifth?grade, the Longs claimed. He was unable to comprehend certain facial expressions and body language, so kids would take advantage of him, they said.

The Chatsworth Police Department said?it would?not bring any criminal charges for events leading up to Tyler's?death, WRCB reported?in 2009.??

The Longs in 2010 sued the school district and the principal of Murray County High School in Chatsworth, claiming Tyler killed himself because school officials failed to protect him from the bullying even though middle school and high school administrators had been told of the harassment and of Tyler?s medical conditions.

On May 23, Judge Harold Murphy of the U.S. District Court in Rome, Ga., tossed out the suit in a 186-page ruling favoring the school district:

"Even viewing the evidence in a light most favorable to Plaintiffs, the Court cannot find that Defendants' response was clearly unreasonable, caused additional harassment, or demonstrates an official decision by Defendants not to remedy disability harassment. Under those circumstances, the Court finds that Defendants' actions do not rise to the level of deliberate indifference."

Tina Long ?told WRCB after the ruling, "We're in shock. The judge seemed to agree with us, but has dismissed the case."

The Longs this week told WRCB they are hoping to appeal, but say their ability to fight the case in court could be hampered by a lack of money.

?Based on the ruling, even if a school is aware that a student is being severely abused on an ongoing basis and fails to protect him, they are immune from liability,? the Longs said in a prepared statement. ?Parents all over the country need to know of this ruling. We, as parents, thought that the school was legally obligated to protect our kids, and we vow to try with everything that we have to make that happen."

The Longs' lawyer, W. Winton Briggs, told WRCB in a statement:

"This outrageous ruling and application of the law needs to be exposed. The decision is shocking in that the judge found that Tyler was the subject of ?severe, nearly constant bullying.' The case came to rest on the exceedingly high standard constituting Deliberate Indifference, which needs to be reformed to protect our children.?

Murray County school officials did not immediately respond to msnbc.com requests for comments.

After Murphy?s ruling, defense attorney Martha Pearson said school officials were ?extremely pleased with the result,? the Daily Citizen of Dalton reported.

The film "Bully" features a town meeting hosted by WRCB?in Chatsworth in 2009. The film also traces bullying incidents involving other families from around the United States.

The Longs also took their anti-bullying case to national television, appearing with Ellen DeGeneres on ?Ellen? in March with their twins, Troy and Teryn, who they said are still bullied at school even after Tyler?s death. ?Bully? filmmaker Lee Hirsh also appeared.

Fiasco fire up Canada Day

Rain kept freeride mountain bikers from competing in JumpShip on Saturday, but couldn?t keep The June Fiasco from playing their afternoon show.

To lead singer Andrew Spark?s estimate, about 200 people hung around despite the wind and rain to watch his band play on stage at Ship Point, next to the JumpShip barge.

?We?ll take it, there could have been more but no complaints here,? Spark said.

It was the first of back-to-back weekend shows the Victoria-based rock band is playing on the Inner Harbour. The June Fiasco open for Gold & Youth (formerly Racoons) as part of Victoria's Canada Day celebrations on Saturday.

It?s been a smooth takeoff for all five members of The June Fiasco, who played their first show in January and released a three song EP in February. The record is titled This is Your Life, after the single launched into the national radio chart, sitting 130th out of 200. The video has been in rotation on Much Music?s show Much Loud since March.

?It?s a comfortable pace,? said?Spark, who was raised in Victoria, a product of Vic High?s music program in the 1990s. ?You don?t want too much to happen too fast. There?s some younger guys in the band experiencing it for the first time, with a couple of us veteran guys in the band guiding them along, so to speak.?

At 32, Spark has been involved with a few band projects, some of which took the stage at festivals in England.

?Nothing I?ve done, or anyone else in the band matches The June Fiasco?s amount of success in a short period of time,? Spark said.

Their video was made in town with Shoepp Film, and the group was recently branded as the Zone 91.3?s band of the month, earning signifcant air time. The band was also approached by Juno-nominated songwriter and producer Jeff Johnson (Faber Drive).

It?s been serious enough that the band?s Cowichan Valley contingent has relocated to Victoria.

Spark is the lead singer and one of three guitarists in the band, with Jeff Richardson the lead and Damien Anthony.

The band?s sound is a middle ground of modern rock influences, with various styles gently pulling the tune behind Spark?s vocals.

?It?s in-your-face with three guitars, sort of a Foo Fighter approach,? Spark said.

?(Richardson) is a studied musician, and he defines the guitar pieces, brings the continuity between them so they don?t sound cluttered. Otherwise it?s kind of a blend of styles. Jeff?s into Boston, and AC/DC, Damien brings metal, bass player Steve Williams comes from pop punk and I?m a Seattle grunge guy from the '90s.?

Drummer R.J. Fraser brought some bigger studio experience but is away right now, with Chris Peterson from local success Current Swell filling in.

Later this summer The June Fiasco will take the stage at Logan?s on July 28 and the following week as part of Rifflandia?s Courtyard Sessions on Aug. 4, a buildup to the September festival.

Dr. John Ebersole: Why Does College Cost So Much?

Between 1997-2007, home prices increased by nearly 70 percent. In that same period, college costs grew even more rapidly, by over 80 percent. As a result, average student loan debt has grown to over $25,000. The total amount owed exceeds our country's collective credit card debt. What is going on?

There is neither a single nor a simple reason for the exploding cost of college. Quality higher education has always been relatively expensive. In fact, it is often more costly to deliver than what is paid by tuition. Research, philanthropy, and, for public institutions, tax dollars make up the difference. However, cash-strapped states are now reducing their support to either meet other needs or to just balance their budgets. As a result, students and their parents are having to pay more -- much more in many cases -- to cover the formerly subsidized costs of instruction. But this shift in support, from tax payers to students, doesn't tell the full story. Tuition and fees are growing at private institutions, as well.

Little noticed is the fact that an increasing number of new federal, state, college system and accreditor requirements are being imposed upon institutions of higher education. According to the American Council on Education, over 150 new rules, regulations and requirements became effective after the 2008 reauthorization of the federal Higher Education Act. Some of the most onerous and costly of these went live in July of 2011.

An example is the U.S. Department of Education's so called "program integrity" rules and the DOE's willingness to withhold Title IV financial aid from students if host institutions do not comply with a growing list of federal requirements. These extend to requiring every institution that offers an online program to seek "authorization" from 54 separate jurisdictions, even if they have but a single student in one of these jurisdictions. While such "authorization" may allow the institutions to cross a state line for purposes of Internet-delivered instruction, it does not permit them to recruit, advertise, meet, or be "physically present." Those actions require a separate process of "registration." In some states, this process requires the review of hundreds, if not thousands, of documents, fees that can run over $100,000, a site visit, and can take over a year to complete. These rules apply to all, public and private, for profit and non-profit institutions. Between fees (which are increasing as several states seek new income), labor and specialized expertise, the cost of compliance for all institutions has risen to an estimated $500,000,000, all of which can be expected to be passed on in future tuition increases. The alternative is for students to lose their eligibility for Pell Grants and Stafford loans.

Other requirements include the submission of all proposed certificate programs to the Secretary of Education for approval; requiring instruction to be measured by clock hours or "seat time" (imagine doing this online); filing reports on campus crime and student alcohol use when there is no physical campus; and so forth. When combined with other new state and local regulations, institutions have been required to hire additional administrators and compliance officers to ensure that they are not in violation of these various rules.

While federal courts have recently ruled against the Department of Education in regard to some elements of these rules, the "genie" is nonetheless "out-of-the-bottle." Nothing in either the initial or appellate rulings limit states from persisting in their various requirements, nor from issuing "cease and desist orders" to those who fail to comply.

College leaders do need to do a better job of reducing the expense associated with going to college. Passing the costs of lost subsidies or budget increases along to students in the form of higher tuition and fees is not sustainable. Yet, these leaders are going to need help from the politicians, law makers, and bureaucrats who have failed to see the connection between over-regulation and the rising cost of higher education. Informed analysis suggests that most of the new federal regulations have been imposed as a result of the actions of very few. However, rather than employing existent powers to deal with such miscreants, ideologues within the administration have elected to proceed down the regulatory path in search of evil for-profit institutions while, ala Dick Cheney, spraying all of higher education with their "bird shot."

IRS offers tax reprieve to Americans living abroad - Financial Post

Many Americans living abroad will get a small reprieve from U.S. Internal Revenue Service rules on reporting foreign assets, the agency announced on Tuesday.

The IRS said it would allow some U.S. citizens, including dual citizens, who have not filed income tax returns or not disclosed their foreign bank accounts, to come forward without facing onerous penalties or the threat of prosecution.

The agency said the reprieve, to begin Sept. 1, would also apply to U.S. expatriates with foreign retirement plans, including Canadian ones.

?Today we are announcing a series of common-sense steps to help U.S. citizens abroad get current with their tax obligations and resolve pension issues,? IRS Commissioner Doug Shulman said in a statement.

The optional procedure just announced is available only to Americans who owe little or no back taxes, not to those who have squirreled away substantial amounts in secret offshore accounts that they have knowingly failed to disclose to the IRS.

An IRS statement said the new guidelines were for ?low compliance risk? taxpayers, generally people who have simple returns and owe US$1,500 or less in tax for any covered years.

The IRS?s move in this area comes amid a broad crackdown by the U.S. Justice Department and the IRS on suspected offshore tax evasion by wealthy Americans through Swiss banks.

It also follows complaints by tax lawyers that many U.S. expatriates have been unaware of the new rules on tax returns and disclosure of foreign bank accounts.

They said many of these people were not willful tax evaders, but simply uninformed about filing returns and, if needed, disclosures known as Foreign Bank and Financial Account Reports, or FBARs.

The IRS said that under the new procedure, taxpayers would have to file delinquent tax returns for the past three years and delinquent FBARs for the past six years.

The agency said ?higher compliance risk? taxpayers would be subject to a more thorough review and, potentially, an audit.

The IRS tightened its policies in other ways on Tuesday, saying it might exclude from the voluntary disclosure program U.S. taxpayers with foreign accounts at foreign banks that have faced sanctions or worse from U.S. authorities.

The IRS also said taxpayers would be barred from the disclosure program if they challenged in foreign courts the disclosure of their accounts while failing to inform the U.S. Justice Department of such challenges.

If you have an idea of what your main goals are, the areas on which you compromise will seem like "gifts" or concessions to the other side, making you appear more reasonable and willing to negotiate.

Do not remain so attached to the idea of "winning" the argument. Putting your point of view forward without seeming to be attached to the results helps others lower their guard, relax and be able to see your perspective. Going in with a cross to bear only elicits resistance and tension in others. If you stick to the benefits and logic of an argument, often others will embrace it and sometimes even think of it as their idea - a major benefit if you want implementation more than recognition.

The 'airline ticket giveaway' that won't go away

The letter warned the recipient that she still hadn't responded to that great offer from "US Airlines" of two free airline tickets, and time was running out. Call the toll-free number now! it urged.

Fortunately, Red Tape reader Mary McNamara ignored it and passed it on to me. But somebody must be calling the enclosed toll free number, because the "great airline ticket giveaway" just won't go away. Complaints about it can be found across the web from a couple of days ago, and from at least two years ago.

Let's take care of the basics first. There is no airline called "US Airlines" -- you're thinking of U.S. Airways. That?s no accident; that?s a technique. A variation of the letter is from "American Airways," a bastardized version of American Airlines. Call the number, and you don't get two free airline tickets; you get invited to a 90-minute presentation where you will be encouraged to join a travel club.

In the words of travel expert and consumer advocate Chris Elliot: "I have yet to find a travel club that is legitimate."

I called the toll free number and was told I had to travel from Seattle to Portland to attend a meeting before I could receive my free tickets. But the operator, who identified himself as Josh, gave me the option of calling a friend or relative in the Chicago area and sending that person on my behalf to a meeting there. Thanks to their generous referral program, he said, I'd get free tickets just for talking a (soon to be former) friend into attending.

To save yourself the trouble of calling and listening to the pitch, someone recorded their call and posted it on YouTube.

Elliot, by the way, also received one of these free airline ticket letters recently, and wrote about it on his blog.

The free ticket letter offering has been around for at least two years, and inspired a lot of complaints?in April 2011. It is such a nuisance that U.S. Airways had to post a "scam alert" on its website.

A representative to the airline told me that she's worked in the company's public relations department for seven years, and the free ticket letter "just kind of resurfaces from time to time." She reiterated, with a heavy sigh, that the airline was in no way affiliated with the offer.

Why would such an offer persist for years, despite all the warnings about it?

"People don't pay attention to details," said Elliot, also the author of the book, ?Scammed.? ?"US Airlines could exist, and the victims are quickly seduced by the offer. In other words, this thing is still around because it works."

When I asked "Josh" for more details, he said he was working for a company named Universal Travel Deals. The point of the 90-minute meeting -- he called it a "meet and greet" -- was to drum up business for local travel agencies, he said.

"Hopefully, to get people to book travel through them, rather than through those websites, like Travelocity or Expedia," Josh said.?

There are also complaints about Universal Travel Deals in various consumer sites online. When I called the number for a firm named Universal Travel Deals in a Chicago suburb called Tinley Park, a woman who answered confirmed her company was managing free airline ticket offers. When I said I was a reporter, she took my name and number and said she'd have someone return my call. I?m still waiting.

Elliot said he's seen various telephone numbers come and go for the offer, which is a sign that something is wrong.

"The numbers have changed, which suggests to me that they may be moving from state to state," he said. "That's a common tactic to stay a step ahead of state regulators. My guess is this isn't a big enough fish for the Feds to get involved. Either that, or the FTC hasn't received enough complaints about it."

Do letter recipients ever end up with free airline ticket vouchers? That?s unclear, but this much is certain: nothing is really free in this world, and certainly not airline tickets. Letter recipients never get anything just by calling. They have to attend sales meetings, which, according to the few stories posted online by people who claim they?ve attended, exact their own costs.

If you receive an offer like this, please do three things.

1) Read it carefully. It's good practice to find the misleading elements, such as names like "US Airlines."

2) Throw it out and ignore it

3) Complain to your state attorney general and the Federal Trade Commission so someone actually takes a close look what's going on. (Here's a handy contact list for state attorneys general).

Sectors of the Bolivian police entered the sixth day of a strike today as their leaders negotiate a salary increase with the Morales government. Over the past week protesting rank and file officers sacked police buildings around the country and confronted government supporters outside the president's offices in the Andean city of La Paz.

On Sunday, President Morales claimed right-wing forces had infiltrated the police protest in an attempt to set the stage for a coup. That's a powerful word in Bolivia ? and Latin America ? today, as memories of protests by Ecuadorian police in 2010 and the Paraguayan Senate's removal of President Fernando Lugo last week loom large in the national consciousness. However, police protest leaders roundly deny any plans to precipitate a coup.

Their key demand is a basic salary raise of about 30 percent to nearly $300 a month, which would bring police salaries in line with those of armed forces.? Though life in most cities across the country has been unaffected, the situation in Plaza Murillo in La Paz is tense, as officers wearing masks and wielding stakes dominate the area.

Adding to these tensions is the impending arrival of more than a thousand indigenous marchers protesting a government-planned road that would cut through the National Park and Indigenous Territory Isiboro Secure (TIPNIS).

The march, which has covered more than 300 miles, is the second in less than a year by indigenous people from Bolivia's eastern lowlands heading to the square where the presidential palace is located. Leaders planned to enter the Plaza Murillo today, but put off their arrival because the police strike currently dominates the city. The Morales administration has also accused the indigenous march of seeking to destabilize the government. Marchers deny that charge and say they want a firm commitment from the government that the road will not cut through the national park, and respect for their communal lands.

In Arizona, most of the state land is owned by the government. The small percentage of Arizona land and Arizona lots that are privately owned are broken down into a few different types. Here is some verbiage you should know:

Raw acreage- No utilities like city water or wells, sewer, electricity. The ability to bring the utilities to the property may be close by, but is not currently on the property.

Off the grid- No availability to connect to the electrical grid. You?ll need solar, wind, or hydro power. These properties usually do not have sewer or water unless a well has been drilled.

Land locked Acreage-These types of properties have no legal access. Zoning does not allow you to create these types of properties anymore, however, some still exist and you will need to be aware.

Utility Accessible acreage- These properties don?t currently have utilities, however, they are close by.

Improved lots- These usually have been graded and have a road, as well as utilities, on the lot. Often times, they are part of a subdivision or master planned community. These can be ready for custom homes or some allow only tract type homes.

Keio University's Kinect-based Haptic VR system lets you roll your own face flat (video)

A research team at Keio University has built a fun haptic virtual reality system that enables you to manipulate pictures with a rolling pin. A vertically mounted Kinect takes a 3D image that is then displayed on the projection surface. Using the rolling pin, the image can be rolled over and flattened as if it was dough -- with a series of motor cranks inside the implement to replicate the necessary feedback so you can feel what it'd be like to iron out your own face. It's been designed as a modern-day update to the penny-squashing machines you found in theme parks, except with slightly more grotesqueness.
